Water deployment planning for major industrial programs of Xinjiang Uygur Autonomous Region

With two years of research on water deployment planning for major industrial programs of northwest China’s Xinjiang Uygur Autonomous Region (jointly undertaken by IWHR and Xinjiang Development and Reform Commission), after a complete analysis of the production methods and water saving quotas of seven major industries (such as coal mining, chemical engineering and thermal power), based on the strictest water resources management, the research team forecasted the future water demand for major industries in Xinjiang.

Based on triple-balance calculation of water resources that takes political divisions (sub-province, prefecture and municipality) as units, the double-layer bi-directional feedbacks of political divisions and major industrial groups were considered, while precise point-to-point water supply and demand was deployed for major industrial groups and water sources. The research team also proposed total water use control and quota management index for the major industrial development of 14 political divisions, water deployment layout that features water division and exchange, and the structure adjustment plan for major industry that features control and expansion. The impact of major industrial development upon water environment and ecology was assessed, and the guarantee measures for implementing water deployment planning of major industrial programs was proposed.
