Abstract: In the context of global climate warming and rapid urbanization, the possibility and uncertainty of extreme rainstorm flooding are increasing, while the objects threaten by floods, disaster-causing mechanism, disaster mode, loss composition and risk characteristics are changing significantly. Based on the field investigation and analysis of typical cases of the"7.20"extreme rainstorm flood disaster in Zhengzhou in July 2021,this paper expounds the evolution mechanism and trend of the linkage, mutation and transmissibility of flood risk in current society, and combined with the concept and practice of international community coexisting with water and enhancing resilience, the flood disaster prevention and control strategy suitable for the basic national conditions of the new era under the changing environment is discussed. The results show that to deal with extreme rainstorm and flood disasters in the process of rapid urbanization, it is necessary to make overall planning of comprehensive water control based on watershed. Only by building a city that is not afraid of flooding can we achieve the goal of harmony between man and water. In the reality of unbalanced and inadequate development, the improvement and perfection of flood disaster risk management and emergency management system and operation mechanism is not only to ensure safety, but also to escort the rapid and stable economic and social development in the new era.
