In the new development stage, water resources security in China needs to be guided by the principle of "prioritizing water conservation, balancing development with local water endowment, systematic governance, and building government-market synergy". The high-quality development of water resources is supported by identifying problems, determining current trends and optimizing countermeasures. Based on a comprehensive analysis of the outstanding problems and the current situation of national water resources security, this paper elaborates the basic ideas and strategic pathways of ensuring water resources security in the new development stage in China. It also puts forward strategic countermeasures and major questions that need to be further answered from the aspects of ensuring water resource security, building a modern water network, strengthening water supply, building beautiful rivers and lakes, and improving water environment quality, therefore providing strong support for improving China's water resources security strategy in the new development stage and comprehensively reinforcing the country's water resources security capabilities.
