Abstract: By analyzing the tissue composition of water-saving society construction, this paper points out that the subjects of water-saving society construction include the governments, enterprises, social organizations and the public. They are the core subject, the efficiency subject, the community subject, and the foundation subject respectively. The main form of the multiple subjects is networked, instead of bureaucracy. The subject has the different function according to their quality. The multiple subjects compose one organizational system, and they are complementary and interactive. In terms of the current situation of water-saving society construction, the governments need to transform their functions, construct a government-led society service system, and create a good atmosphere to the growth of other subjects.
