Abstract: The water transfer project from the Hanjiang River to the Weihe River is a strategic system on water resources allocation in Shaanxi province. The water source area of the water transfer project from the Hanjiang River to the Weihe River overlap that of the South to North Water Transfer project. To ensure the water supply of the South to North Water Transfer project, the process of water available for the water transfer project from the Hanjiang River to the Weihe River was uneven. So there was poor matching between water transfer processes and water demand processes. When the project went into operation, the storage capacity of the water distribution system became the key issue of enhancing water supply benefits. This paper has made a preliminary discussion about the issue of storage capacity of the project, especially in four aspects: the location and engineering parameters of the reservoirs, the design discharge of the water supply pipe network, regulation scheme and its operation rules, utilization of groundwater and water storage.
