Abstract: “Nature, Near Water and Culture” is an important idea for modern urban river protection and restoration. In order to realize the idea and guide the actual work, the intensions and essential factors of “natural, near water and cultural” urban river are put forward. And the index system explaining the intension of “natural, near water and cultural” urban river is constructed. The scoring method and evaluating standard for all indices are proposed referencing relative standards, guidelines and other research fruits et al. Ashi River, located in Harbin City, is taken as an example to apply the above indices. The results can evaluate the river’s current status, which can provide the basis for its harnessing scheme, while at the same time enhancing the index system’s operability in urban rivers.
