Evaluation index system and method of water modernization

Abstract: The coordinated development of water sector, economy, population and environment is the basic connotation of water sector’s modernization. Evaluation of the water sector’s modernization should be guided by it. The paper consists of (1) evaluation index system constructed based on the characteristics of water sector’s modernization, (2) an evaluation standard set with reference to the water resources development planning and water sector’s modernization goals, (3) calculation of the dynamic weight by using fuzzy recognition loop iteration method, (4) comprehensive evaluation of water sector’s modernization by weighted evaluation model. The research was used in Liaoning Province, It is proved that the evaluation results con formed to the water sector’ s development in Liaoning, which could objectively reflect the level of water sector’s modernization development in Liaoning province.
