Methods and practice of structuring a measuring network for use efficiency of nationwide irrigation water

Abstract: According to survey and sampling methods, and considering the distribution characteristics of irrigation districts in China, this paper used the quota sampling method as non-probability sampling to select sample group of irrigation districts to measure the utilization efficiency of irrigation water on the national scale of China. The sample group and its distribution over the country, is the so-called measuring network in the paper. Many factors are considered in the sampling process of structuring the measuring network, such as the scale of irrigation district, the type of irrigation district, the project status of irrigation district, and the management level of irrigation district etc. As of 2011, a total of 2761 irrigation districts were selected and sampled in order to make the measuring network a reliable system for use in evaluation of the utilization efficiency of irrigation water on the national scale.
