Abstract: According to complex system theory, and by analyzing the interactions among water resources subsystem, socio-economic subsystem, environment subsystem, this paper established a new perspective coordination evaluation index system about complex system of water resources. In view of the characteristics of index system that the indicators reflect and the relationship between any two systems, controlling measures were proposed.
